Each student is assigned to their earliest stage with an open required item or required annual report. This estimates administrative progress; it does not indicate research seniority.

Overlapping counts. Current-workflow agreement and proposal completion figures exclude legacy-exempt students. Registration includes recorded submissions or a completed registration checkpoint. Legacy means the pre-1 March 2026 agreement checkbox, not an independently verified document date.
